USAID Operations Post-September 2, 2025

Dear USAID Implementing Partners (IPs),

We are writing to provide an update on terminations and closeouts to decommission USAID operations. On July 1, 2025, all active USAID awards were transitioned to the Department of State (DOS). If you have any questions on your active awards, please contact your cognizant point of contact at DOS. 

A  team has been established to manage the workflow and procedures for the efficient termination of agency operations. In the coming weeks, IPs will be assigned a Contracting/Agreement Officer (CO/AO) point of contact who will lead all termination and closeout actions for your award(s). Once those CO/AOs have been assigned, they will reach out directly.

In the meantime, if not completed already, IPs should submit termination settlement proposals, final cost and closeout submissions, and other related documents/correspondence to USAID via the Office of Acquisition and Assistance’s dedicated mailboxes. When submitting your documents, please include the corresponding award number. Please submit your information based on the name of your organization to the corresponding inboxes below. Partners that have a name starting with a numeral are to use the T-Z mailbox. 

Additionally, a dedicated team of CO/AOs will be negotiating and finalizing NICRA rates as well as overseeing the termination settlement audit process. To contact them, please email [email protected]. This team is responsible for finalizing indirect cost rates for organizations for which USAID serves as the cognizant agency, covering all fiscal years prior to July 1, 2025. After that date, DOS assumes responsibility for finalizing indirect cost rates for organizations with transferred awards. To reach the DOS NICRA team, please email [email protected]
