Transition of Management of Active USAID Awards to the Department of State

Dear USAID Partners,

We are writing to inform you that, effective July 1, 2025, management of all active USAID awards will transition to the Department of State for continued oversight. 

As a part of this transition: 

  • All active USAID award payments will be made from the Department of State effective July 1, 2025. 
  • Please submit active award invoices to the Department of State’s central payment office: [email protected]
  • For active awards that are paid via letter of credit, USAID (via PMS) will continue to process the payments until further notice. 

We are committed to ensuring an orderly transition to our colleagues at the Department of State. In the near future, you can expect to hear directly from Department of State staff regarding next steps and points of contact for your respective awards.

Important Notes: 

This transition applies only to active awards. 

Terminated or otherwise concluded activities will continue to be closed out by USAID. 

For any questions specifically related to Termination Settlement Proposals/final assistance payments and close out functions of terminated awards, please correspond with your cognizant Contracting/Agreement Officer. To ensure continued USAID coverage of your awards, we kindly request that you copy [email protected] on all related correspondence.

USAID will continue to process payments for terminated awards. 

  • If the terminated award included an overseas (Mission) payment office, effective July 1, 2025, the payment office is now [email protected]
  • If the terminated award included the payment office of [email protected] or relied on a letter of credit, there is no change to the payment office.
