FSRS.gov Retirement Targeted for Spring 2025 – Subaward Reporting to be in SAM.gov

The U.S. General Services Administration’s Integrated Award Environment today announced that it will be retiring FSRS.gov and bringing subaward reporting functions online in SAM.gov with a target go-live date in Spring 2025.  This effort is the next step in the ongoing work to transition disparate systems used for navigating the federal awards cycle into one streamlined, unified SAM.gov system.  It will result in a significantly improved user experience for those who report data about subwards.  

This change will primarily impact FSRS.gov users who report on subaward information and executive compensation data, as well as anyone looking for subaward information on SAM.gov (also available at USASpending.gov).  

SAM.gov Entity Administrators (who may or may not be involved with subaward reporting) will also be impacted.  Entity administrators will have to grant a new role to people who report on subawards and are new to SAM.gov, as well as to current SAM.gov users who report on subawards but do not have the appropriate permission for the new capabilities that are coming.  

If you do not engage in subaward reporting, searching, or role management this transition will not have a significant impact for you.  


This change is happening to make interacting online with the acquisition life cycle easier, more intuitive, and more modernized than it is today.  Current FSRS.gov users will have a better user experience, a more secure environment, and better data integrity in their reporting to the federal government.  When the transition is complete, users will be able to:  

  • Manage reporting for all their Unique Entity IDs from one account
  • Share reporting responsibilities across their team
  • Maintain and exert more control over report management
  • Leverage the power of data in SAM.gov to reduce reporting burden
  • Reduce duplicate reporting and report frequency with system checks which warn of potential issues
  • Improve federal funding transparency 


The change of subaward reporting from FSRS.gov to SAM.gov lets the federal government modernize aging technology while streamlining its footprint with fewer systems. The end result will be improved usability that lets users complete work within a single system and have access to an expanded suite of data and tools.

Leading up to the Spring 2025 changes, the IAE will provide information and training for the users who will be impacted.  There is no action for users to take at this time.  We will give plenty of notice prior to any steps that users need to take.

There will be a subaward reporting blackout period before the change that may last up to a week.  We will provide ample notification in preparation for subaward reporting capabilities to be off-line.  When the functionality stands back up in SAM.gov, it will be a new process, different from reporting in FSRS.gov.  We will provide plenty of training and materials to prepare users for the changes.      

The retiring of FSRS.gov and standing up of subaward reporting functions in SAM.gov is part of the overall effort to reduce burden on the IAE’s system users.  Modernizing and integrating our systems helps all users better access the federal marketplace with a focus on small, disadvantaged, and underrepresented businesses.  GSA makes it easier to do business with the federal government.
