The incoming Trump administration is gearing up to cut federal support for essential services that working families rely on, including through “impounding”—essentially, the illegal withholding of funds that Congress has already approved.
To facilitate this, the Trump administration will be utilizing the OMB, which will issue “apportionments”—a legally-binding budget document that dictates the release of appropriated funds to various agencies. Approved apportionments are considered “final agency actions” by the OMB.
Russell Vought previously served as the vice president of Heritage Action for America, a sister organization of the Heritage Foundation, and has been a notable contributor to the Heritage Foundation’s Project 2025. He was confirmed as OMB director in 2020 after acting in the role since January 2019, and he also held the position of deputy director prior to that.
